This paper is presented to share implementing partners’ experiences and insights with USAID as the Agency rolls out its plans for localization. It draws on data provided by the member companies of the Council of International Development Companies (CIDC) regarding metrics of localization, examples of successful localization,1 impediments to localization, and mechanisms for direct funding through local partners.
