Decolonising Aid: Perspectives from Civil Society in Francophone Sub-saharan Africa

The theme of decolonisation of aid is the subject of numerous exchanges, studies and publications within the development sector. Although international convenings and regional programmes are multiplying, they are mainly concentrated in the Anglo-Saxon area and the representation of French-speaking African countries remains weak.

In particular, the study analyses the nature of financial partnerships between national NGOs (NNGOs) and international NGOs (INGOs) in Francophone African countries. Although the actors in the humanitarian, development and peacebuilding sector are varied, the focus of the study is on INGOs, as they play a key role in providing emergency relief in humanitarian situations and supporting long-term development worldwide, particularly in the Global South. Many of these INGOs have become powerful and complex global organisations, now facing questions about their legitimacy, sources of funding, too much proximity to governments and high influence over recipient organisations. Some have been hit by scandals, while others have faced calls for more localised and inclusive aid, commonly referred to as the decolonisation of aid, which will give more power to organisations in the Global South.
